Position Summary

The Volunteers for Sustainable Development in West Africa (VOSIEDA) seeks a Program Officer to work in her Media/CSOs program unit. The Program Officer will administer programs and project activities related to VOSIEDA’s Strengthening Media and CSOs program. She/he shall undertake implementation, monitoring, evaluation, and reporting following the organization’s mandate.

To ensure the viability and sustainability of the unit, she/he will work with the Program Manager to develop a fundraising plan. The plan will require writing proposals; and identify funding opportunities with partners and donors in consultation with the Team Leader, other staff, and the Board of Directors.

PRIMARY RESPONSIBILITIES:

  • The Program Officer shall work with the Program Manager to implement VOSIEDA’s ongoing “Strengthening Independent Media and Freedom of Information in Liberia” project.
  • The Program Officer shall work with the Program Manager to develop a fundraising plan. The plan shall focus on funding proposals, identify funding opportunities with partners and donors in collaboration with the Team Leader, other staff, and the Board of Directors.
  • The Program Officer shall work with the Program Manager to review, refine, and compile proposals every quarter for approval. And ensure individual projects align with the strategic plan, including national and international strategies and policies.
  • The Program Officer shall work with the Program Manager and Team Leader to identify donors and present proposals.
  • The Program Officer shall provide recommendations in the negotiation of program MOUs and agreements with donors and partners.

PROJECT IMPLEMENTATION AND REPORTING

  • The Program Officer shall meet donor/partner requirements for timely technical and financial reporting.
  • With approval from the Program Manager, the program officer shall design and lead the research team and do site visits of pending and active projects.
  • The Program Officer shall work with the Program Manager to implement VOSIEDA’s ongoing “Strengthening Independent Media and Freedom of Information in Liberia” project.
  • The Program Officer shall work to enhance the organizational and operational capacities of CSOs.
  • Monitor progress and gains made in CSOs program areas because of VOSIEDA’s intervention to their skills and capacity building.
  • The Program Officer shall ensure hard and electronic copies of reports, documents, MOUs are archived.
  • The Program Officer shall work with Communication Officer and Team Leader to provide appropriate and up-to-date information and contribute to VOSIEDA regular publications.
  • The Program Officer shall work with the Program Manager to improve national and cross-border networking and information exchange among CSOs and media advocacy groupings.
  • The Program Officer shall work with the Program Manager to improve prepare program reports for submission to Team Leader, donors, and board.

MONITORING AND EVALUATION

  • Contribute to the development and update of the monitoring and evaluation system for VOSIEDA’s Strengthening Media and CSOs program.
  • Work with Program Manager to ensure every project/program has its monitoring, expenditure, and evaluation plan.
  • Monitor project/program outputs and outcomes.
  • Work with Program Manager and ensure M & E for quality and timely implementation of projects under VOSIEDA’s Media and CSOs program.
  • With approval from the Program Manager, facilitate program staff and project team leaders in Project Cycle Management, project proposal writing, and project report writing.

NETWORKING AND PARTNERSHIP BUILDING

  • Establish, develop, and maintain a network of contacts and good working relations with stakeholders, donors, and essential government partners, including relevant Ministries and related line agencies.
  • Organize and facilitate stakeholders’ meetings and foster partnerships and collaborations with relevant CSOs, and state actors.

ADMINISTRATION AND MANAGEMENT

  • Work closely with Administration and Finance on administration and finance matters such as budgets, development and revision of MOUs, and agreements with partners and beneficiaries of VOSIEDA.

REPRESENT THE UNIT

  • Ensure compliance of program/ projects to agreements, MOUs, and regulations.
  • Support administration and Program Manager in the recruitment of program staff
  • Verify bills, receipts, vouchers, Etc.; related to field expenses as reported by project staff.
